The company has signed a Memorandum of Understanding (MOU) with the Government of Tamil Nadu to acquire approximately 200 hectares (500 acres) of additional land in the SIPCOT Industrial Park in Thoothukudi.
This strategic move marks the second phase of VinFast’s commitment to the Indian market, broadening its local production capabilities beyond electric cars to include electric buses and e-scooters.
Expanding the Product Portfolio
The expansion is backed by a new investment of USD 500 million, which is part of VinFast’s larger USD 2 billion commitment to India. This fresh capital will be utilized to develop dedicated workshops and production lines specifically for:
- Electric Buses: Catering to the growing demand for sustainable public transport.
- Electric Scooters: Tapping into India’s massive two-wheeler market.

The new facilities will cover the entire manufacturing process, including assembly, testing, and related operations. This diversification allows VinFast to meet a wider range of customer needs in the world’s third-largest automotive market.
Strengthening Local Manufacturing
The Government of Tamil Nadu has pledged to support this expansion by facilitating necessary permits and establishing essential infrastructure such as electricity, water, and road access. The state will also provide applicable incentives and financial support measures in line with current regulations.
Currently, VinFast’s existing facility in Thoothukudi spans 400 acres and has an initial annual capacity of 50,000 electric vehicles, which is being scaled up to 150,000 units. The expansion is expected to significantly boost supply chain localization, create new employment opportunities, and enhance workforce skills in the region.
