VinFast V-Green and HPCL Sign Strategic Partnership to Expand EV Charging Infrastructure Across India

In a significant move to bolster India’s electric vehicle (EV) ecosystem, V-Green Global Charging Station Development Company and Hindustan Petroleum Corporation Limited (HPCL) announced a strategic collaboration on December 30, 2025. This partnership aims to jointly set up electric vehicle charging stations (EVCS) at HPCL’s extensive network of fuel stations across various markets in India.

A Strategic Network Expansion

V-Green, founded by VinFast‘s founder Mr. Pham Nhat Vuong, will leverage HPCL’s massive footprint to accelerate the deployment of charging infrastructure. HPCL currently operates one of India’s largest state-owned oil and gas networks with over 24,400 retail outlets nationwide. This established presence provides a robust platform for seamless nationwide expansion and improved accessibility for EV users.

The agreement is designed to achieve several key objectives:

  • Enhanced User Experience: Providing reliable charging options at familiar locations where drivers already stop for refueling.
  • Accelerated Electrification: Supporting India’s transition toward green transportation by reducing range anxiety.
  • Brand Development: Establishing a long-term foundation for both the VinFast and HP e-Charge brands in the Indian market.

Building a Comprehensive EV Ecosystem

The cooperation with HPCL represents a vital component of V-Green and VinFast’s collective efforts to build a full-scale EV ecosystem in India. This ecosystem encompasses:

  • Manufacturing: Including VinFast’s established assembly plant and manufacturing facilities in Tamil Nadu.
  • Charging Infrastructure: Utilizing V-Green’s global expertise, which includes operating approximately 150,000 charging ports in Vietnam.
  • After-Sales and Services: Partnering with various collaborators to ensure comprehensive support for future VinFast owners.

HPCL already manages over 5,300 electric vehicle charging stations under its “HP e-Charge” brand and is actively diversifying into alternate energy sources to support cleaner transportation.
